Now for some final comments ... here is one of my cities ...

I also swapped Pacifism (No Upkeep) back to Organized Religion (High Upkeep) and while my Civic Upkeep went up, my unit costs went down. Overall, my expenses per turn dropped from 49k to 35k.

Did I cheat?
Finally, is playing on past my domination victory a cheat? What would have happened if I had not have 'won' the game, but played just under the domination threshold (and kept an AI alive)?

Let's assume I stopped planting cities at 60 - instead of taking all of the land for my 97 cities - you could argue that would have kept my land percentage at about 62% (under the domination limit). I hit 61 cities on T230 - expenses at the time were 5,100. I hit 97 cities on T244 and my expenses were 10k.

The green curve above is a per turn expense average growth rate measured over the surrounding 11 turns (ie 5 turns forward and 5 turns back). You can see that founding cities kept the average up over 3% and pushing Mining Inc into them slowed the decrease ... however, eventually, the expense growth rate levels off at around 0.7% per turn. I plotted a line that represented the average per turn growth rate and then moved it to the left by 15 turns. I then applied this reduced and shifted per turn expense growth rate to my expenses at T230 and projected that forward (blue line – left axis). This change in the expense growth rate moved my projected bust turn from T398 out to T463 - still within the T500 limit.

I made no allowance for the 36 Mining Inc founding costs (about 2700 coins) as my per turn expenses were over 40k by T460. I also didn't add on the coins that I got by sacking the AIs city.

So - even if I stopped below the Domination threshold, I still think I could have spent the 5,000,000 coins.
